For the same reason that Tiger played with fractures in his leg, and that Adam Scott played with a broken finger, and that Padraig Harrington played with a bad wrist.
Because its a major, and they had the drive to compete.
Perry hasn't shown that he has that. And while he has unquestionably played well, he hasn't done so on the biggest stages. I would question how he is going to hold up under the pressure of the Ryder Cup. I'm not sure I would want to be paired with him in the alternate ball round if I were on the team.
