A friend of mine just reshafted his CG2s with TT Black Golds. When he pulled his DG S300s he noticed a small copper piece in the ends by the hozel. Is this a Cleveland thing for SW, a dampener, or do all S300s have this piece?

Sounds like a tip weight to me. They would us that to raise the swingweight of the club.
No not all DG S300's have those installed. Whomever built the club added the tip weight. Standard DG S300's are just a raw stainless steel shaft.
