How to install ferrules???

Are ferrules supposed to be tight? I bought some and can barely get them on the tip of the shaft. Do I need a special tool to install them? I'm gonna take one to work today and measure the I.D. with some calipers to make sure I got the right size. Assuming they're right what should I do?

If they are tight, you can soak them in hot water for a minute then start them on the shaft. I use a rubber hammer to tap them on a bit then use the clubhead to tap them on the rest of the way.

Im far from an expert or functional novice even, BUT what I did was sand the inside of the ferrule until I could get it on (barely). I was sure to sand also the shaft near to the top of the ferrule. I then put epoxy on the ferrule and put it on... So far so good.
