No no, not mad about it. Just a little education. It signals a "trailing off", which is sometimes the intent in dialogue. But when that's not the intent, you should avoid it.
EXAMPLE:
"Sandra, you're not getting a promotion unless..."
"You mean you want me to..."
"Sandra, you know what I want."
