Getting setup for local USGA tournament play

Coming back into the game after 20 years off and having an interesting time with that.. But some buddies at work invited me to join a league with them. In the past I wasn't much interested in such things, just played with dad and friends so I never pursued establishing a handicap. I visited the USGA website and found much information, but didn't find anything about how to get started. So, what would a guy have to do to get started and qualified to enter into tournaments, a league etc.?

If it's just a local league you usually don't need an official USGA handicap, you can just guess. I get mine through my club and they take care of the handicapping for me (Oregon Golf Association charges like $50/year for handicaps). Check with your local clubs or state golf association because the USGA sucks.
