Registered Handicap

I'm sure I've read a discussion on this before, but I cannot seem to remember the final verdict. Can I get a registered handicap from a website (ie mygolfscore.com) or do I need to go through my local courses? I want to play a tournament next month.

Get a GHIN #...

Any public golf course in your area should be able to set you up. ...I have one through a public course. Tell the you would like to get on the GHIN system. It comes from the USGA.
