Is it illegal to hit golf balls in the ocean?

I guess it is considered littering? I've heard about biodegradable balls, even some made of lobster shells. I can't find anyone who sells them though. I kind of feel guilty for hitting range balls in the ocean...plus I don't want to piss anyone off, like a cop. Thoughts?
 
Didn't they used to hit them off of cruise ships?
 
I would imagine that if they hit them into international waters off the cruise ships it's probably legal. Otherwise I'd say it's not legal.

I've hit some off the giant cliffs along Highway 1 in Cali. They disappeared before I could see them hit the water. Was kinda cool.

What can a golf ball do to hurt the ocean? Even if a fish ate one, he'd just crap it out before it would break down. Would it break down?
 
It's basically plastic and rubber, so that would be like polluting wouldn't it?

My thinking was that he wasn't going to hit it THAT far into the ocean. Wouldn't the tide just being it back in?
